![]() ![]() ![]() Virginia Gamba, Special Representative of the Secretary-General for Children and Armed Conflict, told the 15-nation organ that the Secretary-General’s report on this topic (document A/77/895-S/2023/363) covers 27,800 violations against 18,890 children in 2022 - 8,630 killings or mutilations, 7,622 instances of recruitment and 3,985 abductions. Education is the focus of this Handbook and runs throughout each of its chapters, linking legal provisions from various regimes in a novel way: through their relevance to education and their potential utility to those seeking to protect education from violation.Briefing the Security Council today, the senior official tasked with advocating for children in armed conflict noted that 2022 held the highest number of grave violations ever verified by the United Nations, with Government armed and security forces the main perpetrators of the killing and maiming of children, attacks on schools and hospitals, and denial of humanitarian access. ![]() With this in mind, this Handbook aims to draw together those aspects of international law that are relevant to education-related violations in situations of insecurity and armed conflict. The second edition of the Handbook incorporates all of the relevant developments which have occurred since 2012, including the Safe Schools Declaration, adopted in 2015, but also steps taken in the development sector on education. Given the continued attacks on education committed worldwide and the importance of education, the protection of education in insecurity and armed conflict continues to deserve global attention, including from the legal community. Since the first edition of this Handbook was published, attacks on education have continued worldwide, underlining the persistent relevance of this publication. ![]()
